HALLWAY OF POWER --- Having worked in the Capitol for 10 years, I thought I know every inch of the building. When Senate President Darrell Steinberg stopped outside the main entrance to the Senate floor to talk about water issues, I opted for a low angle to emphasize his key role in the uphill battle, dropping to my knees. It was only then that my eyes caught a bright spot in the corner I had never noticed before: the illuminated seal of the State of California, which seemed to watch over the impromptu press conference.
